The following recommendations have been unanimously agreed to by the Committee. Taking the number of land forces at 1100 or 1200, the average of last year being 715 White and 425 Black Troops; and that the sea forces at 600 to 700, the average of last year in port being 683; but considering that the latter are all single Europeans, of more migratory habits, and frequently return to Harbour with disease contracted in the northern ports which they spread in the Town; the proportion...
